Project Management and Execution- Lead and manage all phases of assigned projects from initiation to handover.
- Oversee civil, infrastructure, and utility works to ensure compliance with specifications and standards.
- Monitor schedules, budgets, and performance to ensure project milestones are achieved.
- Coordinate between disciplines and resolve on-site challenges proactively.
- Serve as the main point of contact with clients and consultants.
- Ensure full compliance with contract requirements and handle variations and claims.
- Maintain strong professional relationships to ensure client satisfaction.
- Direct and mentor engineers, supervisors, and site staff to achieve performance goals.
- Enforce company policies, quality standards, and safety procedures.
- Conduct regular progress meetings with internal and external stakeholders.
- Monitor project costs and optimize resource utilization.
- Review subcontractor performance and progress payments.
- Coordinate procurement and logistics to ensure timely delivery of materials.
Qualifications & Requirements
- Bachelor’s degree in Civil Engineering from a recognized university.
- Minimum 20 years of practical experience in civil works, including infrastructure and utilities.
- Experience in leading the project commercially.
- At least 10 years in a similar project management role delivering civil & infrastructure or construction projects.
- Experience in Saudi Arabia or the Middle East preferred.
- Experience in leading a large team
- Proven record managing subcontractors and multinational teams.
- Fluency in English (written and spoken) is required.

Talent Acquisition:- Receiving manpower requests from departments.
- Update the staff allocations.
- Searching for pre-qualified candidates in company database.
- Posting Job Ads., if there are no matching candidates in the database.
- Coordinate the interview dates that serve as a link between management/recruitment Manager and the candidates.
- Welcoming the candidates and advise them about the interviews and show them the company objectives and job vacancies availability.
- Sourcing, Scanning, selecting candidates, and answering candidates' questions.
- Notified the candidates of acceptance or rejection.
- Coordinate with HR operation/recruiters to issue job offers and contracts if any.
- Coordinate with HR operation specialist to issuing the employee ID card (employee number – initial - e-mail etc.).
- Transfer his file to HR operation officer to Create and handle the staff files.
- Introduce the new employees (send a welcoming email).
- Coordinate with the Administrative Specialist to arrange the employee’s travel ticket.
- Coordinate with the department concerned to ensure the employee’s arrival and effective communication by providing all required information to the respective department to ensure work quality and proper onboarding.
- Receive, introduce, and train new staff to ensure their knowledge, policies, systems, and programs as a part of the on boarding process.
- Ensure that new employees receive emails, job numbers, etc.
- Do other tasks as assigned by the direct manager.
Qualifications & Requirements
- Bachelor degree in a HR, business, or a related field
- 4-6 years’ work experience.
- Native Arabic speaker with fluency in English (spoken and written).
- HR credential is a preferred.

Strategic Recruitment Management- Develop and implement effective recruitment and talent acquisition strategies aligned with company goals.
- Oversee the full recruitment cycle with specific focus on overseas recruitment (manpower planning, sourcing, selection, offers, onboarding).
- Ensure the preparation of a complete job description for each position in the company database and obtain the line Manager’s approval.
- Ensure manpower requests are reviewed and processed efficiently with proper justifications.
- Supervise the posting of job advertisements and utilization of multiple sourcing channels (databases, portals, agencies, LinkedIn, etc.).
- Lead and guide Talent Acquisition Officers in screening, interviewing, and shortlisting candidates.
- Ensure consistent, professional communication with all candidates throughout the recruitment process.
- Approve final candidate selections and job offers in coordination with the Line Manager.
- Ensure timely onboarding and smooth handover to the HR Operations team.
- Coordinate with the Administrative Specialist to arrange employee travel logistics when needed.
- Coordinate with department heads to ensure proper reception and integration of new hires and provide all necessary information to support effective onboarding and work quality.
- Support workforce planning and forecasting in collaboration with the Line Manager.
- Analyze talent acquisition metrics (time-to-hire, quality of hire, source effectiveness, etc.) and prepare periodic reports to the Line Manager.
- Build a strong employer brand by promoting the organization’s values and career opportunities.
- Develop and maintain talent pipelines for critical and future roles.
- Conduct market analysis to ensure competitiveness of hiring practices.
- Manage, coach, and mentor the Talent Acquisition Officers to enhance their performance and skills.
- Set clear objectives and KPIs for the recruitment team and monitor progress.
- Ensure compliance with company policies, labor laws, and ethical hiring standards.
- Collaborate with other HR functions to ensure alignment between recruitment, onboarding, and employee engagement activities.
- Handle confidential information with integrity and discretion.
- Perform any other related duties assigned by the Line Manager.
Qualifications & Requirements
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- 10+ years of experience in recruitment or HR, with at least 3 years in a supervisory or managerial role.
- HR certification (CIPD, SHRM, or equivalent) preferred.
- Native Arabic speaker with fluency in English (spoken and written).
