Key Responsibilities

Strategic Recruitment Management

  • Develop and implement effective recruitment and talent acquisition strategies aligned with company goals.
  • Oversee the full recruitment cycle with specific focus on overseas recruitment (manpower planning, sourcing, selection, offers, onboarding).
  • Ensure the preparation of a complete job description for each position in the company database and obtain the line Manager’s approval.
  • Ensure manpower requests are reviewed and processed efficiently with proper justifications.
  • Supervise the posting of job advertisements and utilization of multiple sourcing channels (databases, portals, agencies, LinkedIn, etc.).
  • Lead and guide Talent Acquisition Officers in screening, interviewing, and shortlisting candidates.
  • Ensure consistent, professional communication with all candidates throughout the recruitment process.
  • Approve final candidate selections and job offers in coordination with the Line Manager.
  • Ensure timely onboarding and smooth handover to the HR Operations team.
  • Coordinate with the Administrative Specialist to arrange employee travel logistics when needed.
  • Coordinate with department heads to ensure proper reception and integration of new hires and provide all necessary information to support effective onboarding and work quality.

Talent Strategy and Planning

  • Support workforce planning and forecasting in collaboration with the Line Manager.
  • Analyze talent acquisition metrics (time-to-hire, quality of hire, source effectiveness, etc.) and prepare periodic reports to the Line Manager.
  • Build a strong employer brand by promoting the organization’s values and career opportunities.
  • Develop and maintain talent pipelines for critical and future roles.
  • Conduct market analysis to ensure competitiveness of hiring practices.

Leadership and Team Management

  • Manage, coach, and mentor the Talent Acquisition Officers to enhance their performance and skills.
  • Set clear objectives and KPIs for the recruitment team and monitor progress.
  • Ensure compliance with company policies, labor laws, and ethical hiring standards.
  • Collaborate with other HR functions to ensure alignment between recruitment, onboarding, and employee engagement activities.

Additional Duties

  • Handle confidential information with integrity and discretion.
  • Perform any other related duties assigned by the Line Manager.

Qualifications & Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • 10+ years of experience in recruitment or HR, with at least 3 years in a supervisory or managerial role.
  • HR certification (CIPD, SHRM, or equivalent) preferred.
  • Native Arabic speaker with fluency in English (spoken and written).
